Green Cabs in NYC

I was up Central Park West today to W 97th then and over to Amsterdam ave. As I got up there I started to see green cabs. I remembered hearing something about this a while ago. The medallion owners were up in arms and took the city to court and lost. I didn't really pay much attention at the time.
I just looked it up and now I get it.
Neighborhoods like where Roosevelt ave passes through Corona and Jackson Heights for example, you never see yellow cabs picking up fares - they won't go there - but you see loads of Ford Crown Vic's with T&LC plates picking up fares illegally. They are car service drivers. It got so out of control the city decided on this plan instead of wasting time busting the illegal car service drivers. Sounds like a good deal for all.
I found this article from 8/9/13
All the green I saw this morning were Crown Vic's, not the Toyota in the photo.
